You are be able to create a TAP-Win32 adapter by going to: START -> ALL PROGRAMS -> OPENVPN -> UTILITIES -> ADD A NEW TAP VIRTUAL ETHERNET ADAPTER (and make sure to run the script as admin). On Win 7/Vista due to UAC, it is possible you receive an error message when attempting to extract the config.zip. A good way to avoid the error is to extract the content of the config.zip to the Desktop or My Documents, whichever works, and then copy and paste from there into the OpenVPN folder. Dont move it, but copy and paste it. Should do the trick.
