Read the bottom part of OpenVPN error log carefully! There can be a few reasons, the OpenVPN log always gives a good hint WHY. For example: YOU SHOULD BE ABLE TO CREATE A TAP-WIN32 ADAPTER BY GOING TO START -> ALL PROGRAMS -> OPENVPN -> ADD A NEW TAP-WIN32 VIRTUAL ETHERNET ADAPTER.

You are be able to create a TAP-Win32 adapter by going to: START -> ALL PROGRAMS -> OPENVPN -> UTILITIES -> ADD A NEW TAP VIRTUAL ETHERNET ADAPTER (and make sure to run the script as admin). Or with new versions, simply install the required adapter with this installer here [https://swupdate.openvpn.org/community/releases/tap-windows-9.9.2_3.exe]
On Win 7/Vista due to UAC, it is possible you receive an error message when attempting to extract the config.zip. A good way to avoid the error is to extract the content of the config.zip to the Desktop or My Documents, whichever works, and then copy and paste from there into the OpenVPN folder. Dont move it, but copy and paste it. Should do the trick.
